Season 8 follows new events, with Oliver, John, Laurel and Tatsu looking for someone to change course. This person appears to be part of The Monitor's plan during that time. Connor may have had heart to heart with his brother at that time.

The pace is necessarily slower and less jaunty after the devastation at the end of the season premiere, but there's still plenty of old timey Arrow memories, dizzyingly good close combat, and a flash forward to the Diggle brothers to boot.
